If you have done any waterproofing coating of RCC then you need to protect it. So, hacking (tancha) is not a good option. You may go for some type of bonding agent (to be applied just before plaster).

As per my knowledge, Crystalline Waterproofing compound is added to concrete mix.
Here, it is not creating any special bonding or anything likewise and also just hacking will not damage the concrete.
But to provide good mechanical bonding, RCC wall shall be hacked prior to plaster.

I have not use this product. But yes, we are using Shaliplast LW++ of STP Limited. It is Bi-Polar admixture to prevent corrosion. It is to be added in concrete at the time of mixing. Dosage: 200ml in 50kg cement bag.

Generally, sand filling does not requires compaction with rollers (as we are doing for soil compaction) as it is non-cohesive material.
Only watering (flooding) is required for compaction of sand. Better to fill it in layer wise i.e. 500 to 700mm.
