It's the raking bond and Raking bond is used to construct thick walls in which bonding bricks are kept at an inclination to the direction of the wall. This arrangement provides longitudinal stability to the wall. Raking bond is done by methods namely diagonal bondand herringbone bond.

I think the point of overestimation should be considered for that ancient construction because they did not care whatever the cost of project they just want a structure at any cost.
