What are causes of white spot on plaster surface?

Using water of high TDS at the time of curing results in these type of patches, some time it has been also observed that there is no skirting on floor and if floor washed and water remains there so due to capillary action up to 5 feet height these patches comes. Before using bricks to be cure in low TDS water.

It can work on the concrete surface plastered with mortar?
KF-G works on concrete as well as mortar (stucco, plaster) surfaces to heal shrinkage cracks and crazing.
If the surface is painted does is it necessary that paint is to removed before application?
Paint removal is not necessary in most cases. It's important that the concrete or stucco is washed and cleaned of any loose materials before KF-G application and that the surface is moist and well-soaked with water. This prevents any loss of the KF-G solution through absorption by dry capillaries in the concrete.

It's called efflorescence, It does not directly affect but creates salt crystals which are water soluble and later voids are created. The best way to get rid is prevention from chlorides when mixing water in the ingredients do check the chlorides level.
They also appear on Concrete surface if curing water is high in chloride(for Ex: NaCl, MgCl, etc...) content
