2km cycling and pedestrian bridge in Lisbon.

This is an hypothetical scenario. This is not asking someone to do my homework, I am not a civil engineer nor I wish to be. I am completely lay person on the subject.

Imagine you are tasked with making a bridge to allow pedestrians and cyclists between Lisbon and Cacilhas, in the other margin of the Tagus River. Image explains it better:

But there is a constraint: From time to time, the bridge needs to be interrupted, to allow the passage of cruise ships on the water.

What type of bridge would you choose? And can you give more details about your design?
