Escalation means the price escalation of the material which have basic prices.it also includes labour and fuel.this can be obtained and understand from your tender condition
As well as rbi price index reconciliation means what material we bought and what consumes inclus8ve scrap etc.the balance should match with material in hand.regarding permissible wastage etc you have to understand your tender conditions in depth
