Forces from Member capacities for Bolted Splice Connection

I am designing a bolted splice connection to suit transport.
Currently no forces are provided but I am supposed to design it to the capacity of members.
Can anyone guide so as to what combination of forces I can consider.
Ex:
Case 1 - 35% Axial capacity and 35% shear capacity
Case 2 - 35% moment and 35 % shear capacity.
Or any other ways to consider?
