House Seeping Underground

My House is GND FLR+1ST FLR+2ND FLR+3RD FLR(HALF).Cover Area 40 Foot x 70 Foot.It has half floor on the top which is 3rd floor and half terrace.And on the top of the half 3rd floor are 4 x 500 Liters of Water tanks on the top of the 3rd half floor.On the side of the 3rd floor the height is 42 Foot and on the side of terrace of 2nd Floor the height is from ground is 30 Foot.
Now, the house has gone down on the side with the 3rd half floor by 3inches underground in course of 5 years of time.

What steps can be taken to prevent the seeping down of the house underground.

It happens due to compression of strata on which foundations of building are built.

This happens either due to uncompacted filling and building structure on it or due to wrong design of foundation as per the strata properties.

The another possibility is when there is excavation done in nearby plot which allow to move the strata below foundation towards excavated area and it is more prone when there is ground water table in it.

The best you can do is to consult with structural engineer and he will give you the solution after assessing the strata and situation at your place.
