How much cement is in 1 cubic meter of M 25 concrete?

cement content per cum of concrete for M25 grade can not be the same all over world just because of following reasons;

1. Quality of the aggregates - shape, fineness, absorption, impact value, crushing value etc.
2. Type of Cement used for producing concrete - OPC, PPC, PSC etc.
3. Uses of admixture for modifying one or more properties of concrete - Plays much more important role.
4. Design and Specification Requirements.
5. there are lot more factors.

Normally in Maharashtra i had seen mixes for M25 grade concrete where admixtures are used to modify concrete properties, having cement content from 260 Kg to 350 Kg per cum.

For mixes without admixture cement content about 300 to 350 Kg per cum.
It depends on approved design trial mix. Earlier DSR item had it mentioned that minimum 410 Kg cement must be provided but now the rate (Ref DSR item nos. 5.33.1 & 5.33.2) is derived considering 330 kg per Cum and excess/less cement (which is determined as per design trial mix) is paid/deducted as per DSR item no. 5.35
 
It's depend on how much proportion of concrete you take.
If you take 1:1.5:3 proportion
You required 9 bags of cement
Explanation-
Dry volume of concrete= 1 m3
Wet volume of concrete= add 50℅ to dry volume=1.5m3
Volume of cement=1.5/1+1.5+3 =0.27
1m3 required 30 bags so
0.27*30=8.18bags required
Approximately 9 bags
