All soil do achieves its highest level of compaction at certain percentage of water.
at laboratory, the achieved compaction at different moisture content is checked and graph is plotted.
from that graph, two values are determined, one is Maximum dry density achieved and its corresponding moisture content (Optimum moisture content - OMC).
So to get highest level of compaction in filling, the moisture or water is introduced approximately near by of OMC %.

Soils can also be compacted to its highest level by saturating it completely in water.
To saturate soil completely, you need to flood the back filled area with tankers of waters or by pouring water continuously until its flooded.
