Because failure of concrete is sudden so that is not allow as per design codes. Code said over reinforced section is not allow for design.
If steel and concrete both fail at the same time it is balance section.
If concrete fail first than it is over reinforced section.
If steel fail first than it is under reinforced section.

Very danger, The concrete fails first, will not give any notice (running time)
Our all design should be under reinforced design, where reinforcement are failing first.
