Structures are designed as per proven data or formulas which are compiled into standards.
As every structure is uniques one thumb rule does not apply on other. It is only an ease of access after experience due to repetitive methods.
One only can make thumb rules after requisite experience.

There can be no GENERALISATION or THUMB RULE which every one in the construction industry is after, it all depends on the STRUCTURAL DESIGNERS and hence can keep on changing based on the design parameters set out by the Structural Designer.
