Case 1:
If 1st layer is unconfined and the rest 2/3/4 layers are confined, then its better to avoid of tapping the 1st unconfined layer (as water table can reach upto the bottom of the pit i.e. 20ft b.g.l. during monsoon/post-monsoon period... you have to study it from past depth to water table data from near by observation well) and provide filters at 2/3/4 layer with gravel pack and then seal the annular space between the casing & bore with cement or cement mix with bentonite or concrete grouting down to the total depth intercepted by the unconfined aquifer.

Case II
If the total layer is continuously unconfined beyond 900ft then its better to install the filter within the depth range of 800-900ft with gravel pack and seal the annular space between the casing & bore with cement or cement mix with bentonite or concrete grouting down to the depth upto 800ft.
