Contractor did mistake at site and lapping provided at one place in column. Reinforcement lapping shall be 50% staggred and 1.3 Ld c/c distance shall be maintain between two laps as per IS code requirement.
What is alternate Resolution if rebar lapping have been done at one place ?

Only alternative is to show it to structural consultant, mostly structural consultant do specify for doing tack welding to reinforcement bars lapped areas with low heath welding rods.
Do provide stirrups at close spacing (100mm center to center) same like confine zone (plastic hinge area) for rebar lapping area.
