It depends on for which purpose you are using a laptop for

for graphics like work a ram of 128 gb is also weak and for application like autocad a ram of 4gb is more than enough.

i do suggest you, decide which applications you are going to use. check the minimum system requirement for those application.

if all application do required minimum ram of say 1gb and processor as i3 or core 2 duo etc. then go to market checkout the laptops in your budget and buy a best configured laptop.

a normal Civil Engineer who does Civil Engineering work only

a 4Gb Ram and i3 or i5 processor is more than enough config to work with

A Architect do require rams like 64 or 128 Gb and even more as the software's are very have and consumes lot of memory and processing power for doing rendering works.

i have below config on my laptop
4gb ram (expanded to 8 gb at less than 3k)
i5 3rd generation processor with inbuilt graphic processor

i use following applications without any troubles
Auto Cad
Autodesk 3d max
Revit
Tekla Structure
Staad pro
e tab
Android Studio
Corel draw
Corel Paint
Adobe photoshop
Video editing softs

and lot heavy softs too i run

I never faced any issue.

Kindly note if you want to run heavy games on laptop, you need to have a separate graphic processor with graphic ram.
