It can be used for electrical conduit or rain water pipe

I can't think it should be conduit nor rain water down take.no sensible engineer will fix the rain water pipe in the middle of coloumn

I think it is the wrong process to put the pvc pipe in between the column it leads to the volume of column concrete can be decreased as per the design strength of the column.

If we provide pvc pipe in middle of the column, the area of concrete is decrease then column strength will automatically decrease

It may b use 4 electrical purposes, if s d one lighting point on top or below. It may b aswell b use CCTV, etc.
