Best course to be a certified QC & QA expert ?

I would like to know that how to become a certified QA & QC expert in India or other countries? Is there anyone who can guide regarding this. Note : A person with 10 years expertise at site in construction industry cannot be represented as a certified QA or QC expert, then how to become a certified QC & QA expert?
