Bituminous & cement in roads

I don't think so both cement and bitumen have same properties.
Cement Concrete is Comes into a category of Rigid Pavement whereas Bituminous Pavements are called as Flexible Pavements.
Basically selection of material(bitumens/cement) and pavement thickness is depended upon the type of road, purpose and traffic density.
Recently are Union Minister Mr. Nitin Godkari ji promised to convert all roads into concrete. So maybe after few years will not be able to see ant Tar road.
