Its difficult to remove the cracks after completion of plaster simply by grouting it as it will lead to cracking at same portion again and again.

There is only one option to make it completely remove is, break the plaster portion at RCC and blockwork joints atleast by 4 inch on both surfaces.

Check for voids at joints, if there are voids fill it with non shrink grouts.
Check the beam bottom and blockwork top joint treated correctly or not.

This joint should be filled with lean mortar and 20mm or 10mm metal (aggregates) should be inserted halfway in joint at an interval of 4 to 6 inches.
Render the joint top portion with non shrink grout.

After this apply chicken / fiber / mild steel mesh on top of joint.

Then do the plaster.

Cracking can happen due to movements at different kind material - this is absorbed by mesh.
Can cause cracking due to thermal expansion, if voids are present at joint in large quantity, it contains air, when air get heated it expands and need more space.
so expanded air tries to escape by breaking plaster.
