Before designing of footings, the survey is done and samples of strata are collected by boring.
Base on the strata, structural designer does the designing of structure, its not like assuming something as strata and designing a structure.
If strata is at 1 feet then structural designer might have design footing as per this by looking at field investigation report.
If structural designer does not understand this and design the structure in adhoc manner. I suggest you should go to other structural engineer as its a commercial building.
If designing not yet done, good now you can show actual excavated area to designer.
Structural designer will design the footings accordingly.
There are some structures which are directly build by footing made on ground level.
Here the designer creativity and knowledge in designing structure is important.
