How can I get a office job in Contracts Management?

I am a graduate civil engineer of the 96 batch. I worked for 20 years in construction in contracts and at site. I also have a diploma in construction contracts from NICMAR. However, I am not getting a job in contracts in civil engineering. Can anyone tell me what can I do? I did contracts because I wanted to work in an office in civil engineering, but, now I am finding that I cannot get a job in civil engineering in office. What should I do? Currently, I am working as a site engineer for a consulting company. How can I get a job in office. I do not wish to work at site because I am 46 and therefore I cannot run around anymore like I used to do before.

As far as I know you can a office job only by having any billing experience or being in quality also some time gets you office job by luck but for site executioner it will be only possible by MBA
Anyway this is my opinion
