In concrete mix design if actual specific gravity of raw material is less than the theoretical specific gravity, what impact that makes in design?

Specific Gravity is as good as the density of that materials in very compact way (there are no voids present in the material).

When specific gravity is going to decrease, the volume of material corresponding to the weights given in mix design is going to increase.

this will result into concrete produce will be having higher volume than 1 cum, this may impact the strength and other properties of the concrete.
