No, ledge wall is not necessary for wall hung WC.

Ledge wall is provided when you can not take waste pipe directly out from a wall face (On other side of wall there is kitchen or bed or any other room, so you can not take outlet on that side). in wall hung WC waste outlet is taken directly from wall on other face and connected to vertical pipe.

In cases where there is room on other side of wall and you want to fix a wall hung WC, you need to create a dummy wall called as ledge from which you can route the waste drain pipe to floor and then make it out in the duct.

ACTUALLY YOU NEED AT LEAST 9" THICK WALL TO COVER THE WALLHUNG PIPE OUTLET AND THEN BEND AND PIPE SO ON.

No, ledge wall is not necessary for wall hung WC. if in toilet back side column is exist then drain pipe & flush pipe line cancel then put up the ledge wall
