Is 2 short columns of height 1.4m with 15×20 cm size having a lintel of 20×20cm size throughout a length of 4.3m, should rest on a solid block wall of 30×20×15 cm size, casted upto a height of 1.2m and 4.3m length....?

Tie band or patli is provided in wall when its slenderness ratio increases beyond 14, this is done in the interest to avoid failure of wall through buckling.
Mullian or column is casted at the end of the wall, this is to ensure the stability at free end where door shutters are generally fixed.
A tie band or patli casted at the mid height of wall, generally carries the load of wall constructed on top of it and some or max of the load is transfered to mullion or column on which it is anchored.
Making a tie band without anchoring it on both end is nothing but a higher grade layer of masonary than other layers.
Anchoring it on both end is important to ensure proper working of it.
