Is it right or wrong way to connect rebars through weld...???? If not kindly give the profound answer.

Such kind of jointing is permitted only when you are using a mechanical coupler. However, welding is totally wrong considering that proper lapping is not provided and there is no welding length provided. This welded bond is sure to fail.

The photo attached by you does not show welding of reinforcement bar, having a closer look at it, reveals that someone did a poor Photoshop with the actual picture of reinforcement bars.
There are already many post on welding of reinforcement bars. you can do search to understand how the welding is done in reinforcement bars.
