Dear Engineers! Please tell me, what would be done or how can design the pile cap? When a pile is displaced 15 inch outwards from its center after piling of a pile cap of 4 piles. If there is no option to re-piling and movement of column.
Solve the problem! when pile displaced from its center.

If there is space, yes you can drill new pile.
For pile cap, you can made 15" bigger pile cap if its under ground.
I havent work in pile foundation works, above lines are just my thoughts.
