You must know that, more you add water, you reduce the strength of the concrete, and the concrete becomes more workable with voids.
It is recommended to have W/C=0.5 for normal concrete and less for special concrete.
Water demand in concrete is of three kinds when you do actual concrete.
1. Water required for hydration of cement - normally goes to 0.38
2. Water demand by aggregates to fill there pores which is called water absorption.
3. Water required for enhancing the workability.
During production correction need to be done for water demand by aggregates and change in water demand of cement (Water cement ratio correction).
Water cement ratio is nothing but the free water in concrete which is used for hydration process of cement.
If you put more water, it will reduce the strength and vice a versa.
