Window sill concrete is normal lean concrete of M5 or M10 which is used for casting sills.
Window sill can be up to 8" in height and in general length and width is as per opening dimension.
There is nothing special.
Brickwork have strength of 3.5 N/mm2
Sill have more than it, but it provide firm base for holding window in position.
