what is the length of dowels rod provided in column for cantilever beam

I supervison the ELSR 280 KL in odisa.So in the stair case provide cantilever beam.please describe details

For Cantilever beam dowel provision should be done as follows
1)For Top bar= 1.5 Ld
2)For bottom = Ld

Kindly arrange link in such a way that hook should be at bottom site of bar .
