Lap Length / Development length depends on grade of concrete used and on design bond stress value.
Refer IS 456, Clause number 26.2.1
The lap length in compression shall be equal to development length but should not be less than 24 times the diameter of bars.
For academic, you can follow codes guidelines and do your calculation at the time of design of structure.
For Actual Work - If you are structural designer follow above said method, if you are site engineer, you need not to worry about it. this is responsibility of structural designer.
Once he does the designing of structure he / she do provide the details of lap length in compression, tension. Cover to reinforcement, dia and shape of bars, spacing of bars.
To ensure correct execution of design, designer do provide all details required for doing execution as per his design for your project.
