Quantity of binding wires is not a something like fixed value but you can make it as fixed value for a specific project by doing experiment of tying and measuring actual quantity required for a slab.

The binding wire quantity can vary due to its gauge, if you use 20 gauge wire, it will cover more area and if you go for 16 gauge it will cover less area for same weight.

If the slab is heavily congested with reinforcement, it will require more binding wires to keep all reinforcement firmly tied at correct location.

In general the binding wire of 18 Gauge is used at rate of 8 to 10Kg per tone of steel reinforcement bars in normally reinforced structure.
