generally grade 43 is used for construction but in case of waterproofing, waterproofing compound to be applied with cement slurry or you can use different waterproofing technique
Earlier when PPC was not available 33 grade was used for waterproofing works as it had lower heat of hydration and higher grades of cements tend to crack due to higher heat of hydration.
Since the advent of PPC they are largely preferred for waterproofing works (Portland Pozzolana Cement is full form of PPC)
Without additives, and depending on the degree of waterproofing 35 if properly placed and compacted works (sorta) but generally 40 and above without additives works BUT very hot concrete
As per IS 1489 PPC should be equivalent to OPC 33 grade cement in terms of compressive strength, further it has more finer particles compared to OPC 33 and hence high permeability resistant compared to OPC, also heat of hydration is less.
