Which is stronger, concrete grade M25 or M30, and why?

Grades of the concrete do specifies only about its characteristic compressive strength requirement at the age of 28 Days or as per designed age.

So higher the number will have higher minimum strength requirement.

In M25 and M30, M30 will be more stronger as its characteristic compressive strength is 30Mpa and M25 has only 25 Mpa.
 
Yup. Grade of concrete denotes it's characteristic strength.

M10, M15 and M20 are known as ordinary concrete.
From M20 to M60, they are known as standard concrete.
M65, M65 and upto M100 are known as high performance concrete.

As per IS 456-2000 the M20 is the minimum grade of concrete for RCC.

A lot factors affect the final strength of concrete.
