why do we carry out wash out test after performing slump test on concrete?

In normal conditions of concreting, no wash out test is performed after doing slump test for workability of the concrete.

Wash out test may be performed where wash out resistance checking is required in order to ensure concrete do not get wash away, more specifically in under water concreting operations.

I have not did such test as i never worked on underwater structures and in normal cases such tests are not performed.
Washout also might be performed for checking rheology of concrete mix to ensure smooth operation in pumping of concrete to very high rise locations, but for that rheology test is done.
