Casting a column after brickwork is became standard practice in village areas.

This might be done to achieve faster works and save on cost of formwork, however if brick work not done correctly and not ensured for correct size of column, it may lead to failure.

Putting extra concrete might add cost but may not be harmful.
 
No, this is not a Good Engineering Practice. The Moisture in the Concrete will be absorbed by the Bricks and concrete gets de-hydrated, thus loosing the strength. Also the form work will not be foolproof, thus the slurry leaks during the vibration of concrete.
