As per my knowledge,
It depend upon the District Schedule Rate (DSR) of your city or Department for whom you are working.

It mainly depends on the contractor and labour representative.They are taught together and fix some rate.
But in india most of government projects fix their labour rate as per SSR{standard schedule rates}

Get quotes from as many as labour contractors you can and analyze them on each aspect like why he quoted low or high
What is included and excluded in it etc.

You can get a best rate by comparing all aspect.

Lowest is not always good.

For academic purpose or goverment work follow DSR.

Or do rate analysis by
Adding productivity
Labour rate
Quantum of work
Contractors proffit
Overheads etc.
