It would be more clear if you post the photo of U Bar

U bar are genrally provided where you can not tie stirrups / rings in place.
U bar also provided in shear walls.

Mostly, it is used where you cant make stirrups / rings practically.

U bars are mainly used for arresting bursting stresses.
In conventional structures they are used at supports mainly.
In Pre-Stressing structures, they are used adjacent to anchorage set up on both sides.
