Go to your Project actual execution of work, then tell them to put the cove blocks in place as per what you think is sufficient for horizontal surfaces like slab. then walk on it or do some movement which may happen during concreting and check if still you able to find a uniform covering to reinforcement, if cover to reinforcement is still seen uniform then you have placed required number of cover blocks correctly.
For vertical members there will be always a concrete starter at bottom which keep reinforcement in position, you need to ensure cover to reinforcement at top so you need to fix cover block at top.
To ensure reinforcement wont displaced during concreting, you can put one more layer of cover blocks at center that is midway of the column height.
