It occurs mainly by the shuttering sheet. I think we no need to worry about it.it will be cover by plastering work

it may not be a problem in cases where effective section width of the column is not reduced due to this type of shuttering material.
It happens in cases where shutters are made with jointing and inadequate supporting system which causes bulge in concrete.
Bulging in concrete does not cause any harm to structure but aesthetically it looks ugly.
it is not acceptable where form finish is desired.
bulging in concrete beyond the plaster face do requires breaking / chipping of extra bulge area projecting out from the face of plaster.
breaking / chipping process might hurt the structure if not done correctly.

1st pic is visible properly so for this..... verify the column size at the recess section as per the tolerance given in IS 456.
If it is withing tolerance limit, then no issues. If not ....either Dismantle the column or with the opinion of consultant do re-strengthening.
