How much height is required to provide an RCC band in a 4" brick wall?

RCC band / tie beam is provided in wall to make it short which helps in avoiding failures in wall.
Until your h/r ratio is below 12. there is no need of RCC band.
here - 'h' is the height of wall and 'r' is the width of the wall.
Slenderness ratio up to 14 is also considered as safe by many engineers.
