Plaster is just a layer which is applied on surface to make the surface flat and straight.
Plaster does not have any specific strength requirement other than holding itself in position.

So the water requirement of cement mortar of any proportion is purely dependent of workability requirement and stickness on surface.

Too wet mixes leads to non sticky properties and does not get places well on the surface.
Too tight mixes leads to issues in workability which does not allow easy application of plaster on surface.

So the water to be added in plaster is purely dependent on the workability requirement of the mortar.

Doing proper curing of it will gives you a compressive strength of more than 3.5Mpa at 28 days age.

To have more strength and reduce the permeability in plaster surface, you can use admixtures to reduce water demand for same level of workability.
