If the concrete is durable does it also mean it has high strength?

Durable concrete means, its impermeable.
Reduction in permeability indicates close mechanical packing in the mix and highly dense concrete.
High dense concrete produces high strength.
Even if a mix is designed to high strength and density, if the production process has flows, it will impact on strength as well as durability of the concrete.
Durability of the concrete not only dependent of designing but mostly it depends on the execution of the work.
