Is there any IS code where mentioned bend deduction while calculating cut length of a ring .....

As same client allowing 1D deduction for each bend while same considering 2d .... ........

Kindly share the IS code No if any one have ???? or a calculation from how it obtain ..

Kindly go through IS 2502 for understanding concept of bending.

Where client engineer do not have knowledge, they might blindly accept whatever contractors engineers say and looks logically OK.

You can also measure the elongation and repetitive measured part of bent bar to derive the cut length and difference in cut length and total length will give you deduction constant for each type of bend.
