The first thing that you need to do is to get your BASICS right.

Secondly this is not a forum for getting remedies for such dangerous acts practiced by THIRD CLASS CIVIL CONTRACTORS. They should be first WHIPPED 100 LASHES and driven out of your project.

Now first of all get in touch with your STRUCTURAL CONSULTANT, who will tell you the right way to go about it.

For us to comment you will need to give a complete set of your structural drawings from the foundation to the stage where this problem has occurred so that we could give you a solution.

Please don't go by suggestions from TOM, DICK & HARRY it would be dangerous for the building as a whole. ALWAYS CONSULT YOUR STRUCTURAL CONSULTANT.

Doing such sharp joggles are very bad practice.

From the photo it look like the cover to reinforcement bars of the column on one side got increased and on other side it got reduce.

The actual column which behave like column is the part which comes under this reinforcement cage, outside of it is only the cover to rebar for protecting it from rusting and also to protect the concrete inside the core area (Durability of structure defined by cover to reinforcement bars).

As from the picture the quantum of problem is unidentified so any suggestion would lead to serious issues.

Best way is to show it to structural consultant and take the procedures from them for doing remedies as such situation might occur in future too, if there is issue in designing of reinforcement bars in structure.

For joggling of reinforcement bars, it should be always done in ratio of 1 inch in 2 feet.
 
Clearly you have done casting without using cover blocks for the reinf. and then to reposition the reinf. you've tried to position them using same dia die.
But to check this error pls don't hustle to go with rebaring or any other conventional method as this could go wrong from structure point of view as this portion is no lapping zone and I would recommend you to have it discussed with your consultant.
