As per IS 456 clause number 26.3.2
Minimum distance between individual bars
- The horizontal distance between 2 parallel main reinforcement bars shall usually be not less than the greater of the following.
1. The diameter of the bar, if diameters are equal.
2. The diameter of larger bar, if diameters are not equal.
3. 5 mm more than the nominal maximum size of aggregate.

It also specifies for, when needle vibrators are used, horizontal distance between bars of group may be reduced to two third of nominal maximum size of aggregate provided that sufficient space is left between group of bars to enable the vibrator to be immersed.

It also states, where there are 2 or more rows of bars, the bar shall be vertically inline and the minimum vertical distance between bars shall be 15 mm, two third of maximum size of aggregate or the maximum size of the bar, whichever is greater.
