Moisture limit in PCC / RCC !!

How much percentage of moisture is allowable in PCC/ RCC for any waterproofing application over it?? Pls reply.

There is as such no requirement for having a moisture level of certain amount.

It is best practice to moist the concrete before applying cementitious waterproofing on it, to ensure no absorption of water from waterproofing material by structure.
