Why do we provide nominal stirrups for beam at mid span even if the concrete is strong enough to resist shear?

Sir during concrete my rebar in beam moved from position, is my home safe.
Designer to his assistant
Make sure all our drawings shows sum rebar stirrups which when tied to main bar ensure no displacement and keep it in practice hereonwards!
