This slab reinforcement work. Why top 1 mat provided . What is reason please explain

Maybe in this portion any equipment might be placed - Like a water tank or any heavy electrical panels or mechanical instruments.

So they have provided the extra reinforcement to counter that or else - column beam junction - to counter positive loads they could have provided that.

This is my view.

Structural designer do add reinforcement at all places where the tension is going to get generated in the structural element. For slab when it going to experience a sagging, the rebars are provided at bottom, for hogging or negative bending moment, provided at top.
