You can download the content which is uploaded here by user, just by scrolling down to end of the first post of the thread which you are looking at.
and at end of the post you will see
in this highlighted area, normally uploaded files are shown, clicking on it will start the downloading of files. sometimes the files are downloaded as .bin format, renaming them to right format will make that file work on your device. like for excel '.xls' is a extension and if file downloaded by you showing '.bin' extension and is originally excel then you can rename '.bin' to '.xls'
In attachments area the file name is displayed completely along with its extension.
In case the file is not uploaded here by the user, you will see the blue link in the first post area of the thread, clicking on the link will take you to the original file hosting location where user had uploaded the content (this is the website other than civil4m.com) and you need to figure out on your own about how to download the content from there.
