Unified DCR to be implemented in Maharashtra except Mumbai region

The highlights of the Unified DCR prepared for Hon CM discussion are as under.

  1. It’s Applicable to all Municipal Corporations / councils & Regional Plans of Maharashtra except Mumbai , SPA ( special Planning Authorities ) like NAINA , MSRDC , Hill Station Councils , ESZ areas.
  2. Plinth Completion certificate not required to be obtained from Municipal Corporation/ Council . The plinth completion certificate from Architect / Surveyor will be acceptable
  3. Inclusive Housing will be applicable only to Municipal Corporations with population more than 10 lakh . For plot more than 4000 sqmts , IH equivalent to 20% of the base FSI shall have to be provided.
  4. The DCR provisions of exclusions from FSI computation are removed .
  5. External building face will be considered for computation of BUA ( Note do not mention about areas used for parking , refuge , club house etc., however as per information these areas will be excluded )
  6. Instead, concept of Common area FSI is introduced in Unified DCR .
    • For Residential users - 60% Common Area FSI
    • For Commercial user - 80% Common Area FSI.
  7. For construction of EWS / LIG houses ( flat sizes 30 to 50 sqmrs ) , the permissible base FSI will be 3 ( depending width of the road ) . No need to buy TDR / additional FSI for such schemes.
  8. The above provision will be applicable to Hostel building also .
  9. To encourage construction of building above 150 mts height, the BUA constructed above 150 mts of building height, will not be counted in FSI .
  10. The required parking spaces are rationalized all over Maharashtra State ( though no details are given in the note, as per the information received, the parking spaces are reduced than present norms .) Uniform Parking requirement is proposed for entire Maharashtra with indexing considering the Class of Corporation / Council .
  11. The restriction of room sizes in DCR are removed.
  12. Revision in regulation of accommodation / reservation for development of reserved plots in Development Plan .
  13. SRA / Cluster development / Integrated Township policy applicable for entire Maharashtra State
  14. For development of plot of 150 sqft, no formal permission is required from Corporation/ Councils . The application along with required fees need to be submitted by the owners.
These above are few major points. The implementation will start possibly from first week of November

The Auto DCR software for online permissions is also under preparation.

Overall it looks good, easy, covering all the issues as per our submission and beneficial for the development in future. Official announcement by government is awaited.
