Water per cum of concrete depends on the many factors such as maximum size of aggregates, workability requirement, content of cement in mix, type of admix chemical as well as mineral used in concrete production, absorption capacity of aggregates used for making of concrete.

it is not a arbitrary figure which can be said without any details.

I have seen the water in mixes with high slump using chemical admixture, ranging from 180 to 200 liters per cum.

again above figure is not something which can be assumed as a correct. the amount of water on lower side gives you good results compare to one on higher side.

Look usually one bag of cement requires 20 to 25 litres of water. Depending on the wether materials are wet or dry.
By knowing the ratio of materials you can determine the number of cement bags thus water quantity.
For example
On our site we mix 1:3:5 and provide 7.4 bags of cement per cubic metre of concrete.
Water required=7.4x 20litres
